New Era in Youth Justice

The Machinery of Government (MoG) change moving Youth Justice from DHHS to DJR took effect this week (3 April 2017.)

Premier Daniel Andrews announced back in February this year that Youth Justice would be moved from the Department of Health and Human Services (DHHS) to the Department of Justice and Regulation (DJR) as part of a package of reforms to the Youth Justice system. 

The Machinery of Government (MoG) change moving Youth Justice from DHHS to DJR took effect this week (3 April 2017.)

As of 3rd April 2017 the following applies:

  • Your role in Youth Justice remains the same
  • Your pay and conditions remain the same
  • Your tenure of employment remains the same
  • Your work location remains the same

CPSU has held discussions with representatives of the Department of Justice and Regulation and has received assurances that the Department will work with CPSU to resolve any issues affecting CPSU members that arise out of the MoG.

CPSU will shortly be writing to the Secretary of DJR seeking a comprehensive agreement to address issues of concern to CPSU members in Youth Justice that include:

  • Staffing
    • Safe Staffing Arrangement for all Youth Justice Centres and Community Youth Justice
    • Recruitment
    • Induction and on-going Training for Staff
    • Phasing out of Agency Staff
  • Safety, Security, Equipment and Facilities
  • Improved Classification and Career Structure for Youth Justice Staff
  • Fair and Reasonable Treatment of Staff
    • Management of Misconduct
    • Supervision of Staff
  • Ongoing Youth Justice Consultative Arrangements between CPSU and DHHS
