Cohesion: DIIRD Restructures Again - Update

DIIRD Restructure Proposal ‚Äö?Ñ?¨ Update.

CPSU is concerned about the lack of detail being provided regarding the proposed organisational structure in the knowledge that important projects will remain unresourced as positions remain unfilled due to funding problems.


CPSU representatives have raised a number of concerns at the monthly Workplace Partnership Committee meetings, and through regular correspondence to the Department.

In a letter to the Secretary, dated 3rd April, CPSU made the following points:

‚Äö?Ѭ¢ The restructure is a work in progress, and not a final proposal. We are aware that a number of position descriptions are yet to be written and the detail regarding changes to individual responsibilities has either not been resolved, or not been provided to CPSU members and affected employees.
‚Äö?Ѭ¢ It is impossible for CPSU to provide an alternative proposal when the information we have been provided is incomplete.
‚Äö?Ѭ¢ As the structure is still being developed, any problems and concerns individuals may have may only become apparent during implementation.
‚Äö?Ѭ¢ DIIRD must write to staff outlining the process for resolving issues that may arise. CPSU members will be watching the restructure process as it unfolds and will provide advice and assistance to members who feel aggrieved or have issues arise.
‚Äö?Ѭ¢ CPSU is extremely concerned about its members workloads resulting from decisions not to fill vacancies identified in the organisational charts. We note Clause 11.2 of the Victorian Public Service Agreement which states: - ‚Äö?Ñ??Work will be allocated so that there is not an allocation that routinely requires work to be undertaken beyond an Employee s ordinary hours of work.

CPSU intends to monitor the questions of workload and work value issues arising from the implementation of the new structure and will undertake a comprehensive workload survey of our Departmental membership later this year.
