Establishment of Victorian Skills Authority

CPSU has received notification for the establishment of a new Victorian Skills Authority (VSA) that will come into effect from 1 July 2021.


CPSU has been on the front foot with discussions to ensure the job security of members because of this announcement, and can report the following back to members:

    The new Victorian Skills Authority (VSA) Administrative Office (AO) will be established in the second half of the year.
    All current staff supporting the Victorian Skills Commissioner (VSC) will be transferred under s.30 of the Public Administration Act 2004 (PAA).
    The transfer of staff to duties in the VSO AO will be on terms and conditions no less favourable overall via a declaration made by the Premier under section 30 of the PAA – (referred to as a drag and drop approach).
    Current functions of the Office of the Victorian Skills Commissioner will continue, and existing staff will be transferred across on creation of the new VSA AO.
    Transferred staff will continue to be public service employees employed under part 3 of the PAA and covered by the VPS Enterprise Agreement.
    Additional FTE will also be allocated to support the new VSA.
