Role Purpose

The Digital & Social Media Specialist is central to our union's communications and engagement with current and potential members, and the wider community. With much of our public conversation now occurring on digital and social channels, this role ensures we have a consistent, creative, and vibrant digital presence that amplifies members' voices, promotes their interests, and builds collective power.

The role helps manage the union's day-to-day communications across social media and digital channels, keeping members and the public informed about activities, achievements, and priorities and aligning with other strategic communications and engagement activities. It also provides targeted digital support for campaigns — whether at a single workplace, across a workforce, or covering the whole sector — by creating and deploying content that mobilises members and builds pride in Victoria's public and community sectors.

The Specialist produces accessible, engaging educational content to help members understand their rights, improve workplace health and safety, and address common issues. This may include professional writing and editing of compelling copy; use of the Adobe Creative Suite or equivalent to develop social tiles using graphics or imagery; and production of video and other multimedia content as required.

By using an understanding of social and digital advertising, as well as demographic targeting and analytics, the role helps ensure union messages reach the right audiences at the right time in the digital spaces they use. Working closely with organisers, delegates, HSRs, and members, the Specialist also captures authentic voices and upskills others to tell their own stories, strengthening solidarity and participation across the movement.

Organisational Context

The Community and Public Sector Union, State Public Services Federation Group (CPSU SPSF Group Victoria) is the union that represents Victorian public sector workers. This includes employees in the Victorian Public Service, associated public entities such as statutory authorities, public corporations, and arts and cultural institutions; as well as a handful of community and other third-sector organisations.

CPSU Victoria represents members across a wide range of occupations and departments—policy, administration, regulation, heritage and culture, IT, justice, child protection, corrections, and more. The union is based at Level 4, 128 Exhibition Street, Melbourne, and operates within the national industrial relations system, principally but not only under the Fair Work Act 2009 and the Registered Organisations Act 2009.

The CPSU Victoria has a proud history dating back to 1885, when the first Victorian public service association was formed to secure fair treatment, job security, and independence from political interference. Today, CPSU Victoria continues that tradition—fighting for fair pay, safe workplaces, secure jobs, and respect for the vital work public sector employees do to serve the Victorian community.

The union is a democratic, member-led organisation, governed by an elected Branch Council and Executive. It is affiliated with Victorian Trades Hall and the Australian Council of Trade Unions (ACTU) and works collaboratively with other unions and civil society partners to advance the rights of working people.

Duty Area Description
Digital Strategy & Planning
  • Develop and implement digital communication strategies to support union priorities.
  • Align digital activities with broader campaigns, membership goals, and organisational objectives.
  • Stay across emerging trends and recommend innovations to strengthen the union's online presence.
Strategic Communications and Engagement
  • Contribute to the development of communications and engagement strategies, plans, and procedures at the workplace, workforce, and whole-sector levels.
  • Provide specialised advice on communications channels, tools, capabilities, and processes when work is planned.
  • Provide a digital/social 'shared service' to other areas of the organisation in line with strategic goals and objectives.
Social Media Management
  • Manage the union's social media platforms, including content planning, scheduling, and moderation.
  • Foster engagement by responding to comments, questions, and issues in line with union values and approved messaging.
  • Ensure a consistent, creative, and professional tone across all platforms.
  • Manage and maintain engagement with the audience and the discourse in line with agreed processes.
Content Creation & Curation
  • Produce engaging written, visual, and multimedia content, including graphics, videos, images, memes, and posts.
  • Translate complex industrial and legal information into accessible and engaging formats to assist with incidental member education on workplace rights and OHS law.
  • Curate stories, resources, and materials from members and workplaces to highlight union activities, priorities, and victories.
  • Ensure content is accessible, inclusive, and aligned with the union's style, overarching strategy, and values.
  • Ensure content is consistent with any applicable requirements under the Fair Work (Registered Organisations) Act 2009 and any other relevant legislation.
Campaign Support
  • Provide digital communications support for campaigns at the workplace, workforce, and whole-sector levels.
  • Tailor online content to mobilise members and influence decision-makers.
  • Integrate digital tools with on-the-ground campaigning to maximise reach and impact.
Analytics & Targeting
  • Monitor, analyse, and report on digital engagement, reach, and campaign performance.
  • Use demographic targeting tools and insights to ensure messages reach the right audiences at the right time.
  • Recommend adjustments to improve engagement, participation, and outcomes.
Apply and Maintain Union Brand, Identity, and Tone of Voice
  • Apply the union's visual identity and style guide consistently across all digital platforms.
  • Maintain a strong and recognisable brand presence that reflects the union's values.
  • Support development of new templates, branding assets, and digital guidelines as required.
  • Ensure content speaks with the agreed union tone of voice suitable and appropriate to the channel and output.
Collaboration & Capacity Building
  • Work with organisers, delegates, HSRs, and members to capture members voices and tell their stories.
  • Provide training and guidance to build delegates, members and staff digital communication skills.
  • Encourage members to create and share their own content, amplifying grassroots voices.
Teamwork
  • Work collaboratively with other members of the Campaigns & Communications teams, union leadership, and other teams.
  • Contribute to a culture of knowledge-sharing, professional growth, and union solidarity.
  • Support colleagues by sharing expertise and providing constructive feedback.
Union Representation
  • Represent the union professionally in all member interactions, workplace visits, and external forums.
  • Promote the union's presence, values, and achievements to members, stakeholders, and the community.
  • Support members to contact and connect with the union through best-in-class social and digital channel management.
