New Performance Management Processes
DPI have developed a new performance management system and propose that the new system will address some industrial anomalies arising from their old model following concerns the union raised about inappropriate value added measures and targets.

 

The union raised concerns that the previous performance management policies and processes seemed to rely on value added measures for staff employed in Grades 1 - 4, and that these targets seemed to be of the higher grade or work value.

This is of course a concern for union members who must only be assessed on performance at grade and any “value added measures” or “targets” above grade would not be consistent with our Victorian Public Service Agreement and therefore would raise serious concerns and potential disputes should any member be denied progression under those arrangements.

DPI insisted that the new policy and processes were consistent with our Agreement and gave a guarantee that any “added values” would be within an employee s existing grade and work value, NOT at the higher grade.

DPI tabled a series of Departmental “I” statements.

These statements are designed to personalise the broader departmental values and provide working examples of how individual workers could better interpret these values.


Time and Motion Surveys

Concerns raised by members that in some workplaces employees were being instructed to participate in what was described as “time and motion surveys” was also discussed.

This was reported to be a process where individual workers were to keep secret diaries of colleagues, reporting on matters including start and finish times, roles, duties etcetera.

The union would clearly oppose this and sort DPI's guarantee that no such practice was occurring in any workplace.

DPI provided such a guarantee.

There was some discussion regarding a management initiated process seeking information on service delivery and accounting, however there was to be no individual assessments and certainly no secret collection of information for performance or disciplinary purposes.

If any member is participating in any such process they are requested to contact the union immediately.


Office Relocations

There are a number of DPI locations that are scheduled for relocation at some time in the future.

The Union sought updates from management about the progress and time frames of these processes, as it has been quite some time since DPI announced these proposals.

DPI agreed to provide updates to the union on the progress of the previously announces proposals for the Bundoora, Werribee, Knox and Atwood worksites.

The Union eagerly awaits these updates and will communicate them to members upon receipt.


Office of the Mining Warden

This proposal was announced some time ago. The union sought clarification and an update as to the proposals progress.

DPI discussed the appointment of a new Mining Warden and resulting operational progress as a result.

DPI flagged that the original proposal forwarded to the union may require revisiting and or withdrawal as a result.

The union is eager to receive information following DPIs review.


DPI/CPSU Consultative Committee

DPI and the union discussed the establishment of a joint employer - employee consultative committee. It is proposed that the group would meet quarterly (or as needed) to openly discuss and resolve industrial relations and workplace issues.

DPI welcomed the establishment of the group with CPSU.
