Mark Nester opened the meeting with a report from Monday’s meeting between CPSU and CV.
He informed the meeting that all locations, when they had reached agreement with their managements on their agreed rosters, they are to be signed off as completed by Kelvin Anderson Commissioner CV and Karen Batt Secretary CPSU.
Until this occurred there is no agreement.
- All locations are asked to forward all information on the current status of their roster negotiations to CPSU to enable us to accurately represent their position at the next meeting with CV.
- Meeting informed that currently CPSU are attempting to have a CPSU organiser visit each Prison prior to Christmas. Prisons that have not be booked for a CPSU visit should forward preferred time and date to Mark Nestor.
- CV and CPSU discussed issue of Medication, CV gave CPSU a report from their legal person supporting the CV draft D.I. CPSU have sort expert advise from ANF. ANF have not supported CV view, CPSU have forwarded the ANF revised draft to CV.
- Cell clearances, CPSU have asked CV to supply data on all cell clearances across all prisons to ascertain the risk level in cell clearances with a view to enable CPSU to explore other avenues of making cell extractions safer.
- Compassionate leave, Rod Wise sent out a draft for CPSU ‘s perusal and discussion.
- CPSU is in negotiation with a trainer to deliver training on a range of topics which will assist local delegates and OH7&S reps. It is envisaged the courses will be over 2 days at locations, with a 6 week follow up.
- Uniforms – Kelvin Anderson was to review CV’s decision with Marngoneet staff. At a meeting on Monday 5th at Marngoneet, staff again voiced their opposition to first name badges. Kelvin Anderson was also to review decision over the wearing of ties in prisons.
- Supervisory development program. CPSU have asked for a transparent process for applicants to the program.
- Better pathways at DPFC. Kelvin Anderson gave commitment the CV would speak to affected members and review the plans. As yet this has not occurred despite both Kelvin Anderson and Rod Wise having visited DPFC. PD to ask Karen Batt to follow this up.
- Regulation 8. CV have made changes to reg 8 that CPSU were unaware of, CV say they have spoken to SESG members as the changes mostly affect SESG members. CV says SESG accepted changes, CPSU now waiting on final draft from CV.
- Barrier Control has not progressed. Drug booths at MAP, MRC and Barwon are out of order on a regular basis. MAP and MRC officers are not required to use the machines. To be placed on the agenda at the next meeting between CV and CPSU.
- Langi Kal-Kal aAsked if there was a clause 9 on the latest extras beds at LKK as the local group had been informed, CPSU are unaware of any clause 9 concerning LKK.
- PPP has asked if CPSU could follow up with CV if members in private prisons could be eligible for service medals.

- Mike Atkinson gave the organisers report. Attended a meeting at Marngoneet at which a new local group was elected. Spoke to the Barwon recruits course and signed up 21 new members.
