Meeting Wednesday the 9th of January 2008
Prison Health Issues: on the 18th December 2007, the PD was called to a meeting with CV on condoms in Prisons. PD have asked CV to reconvene a working party and CPSU have nominated 4 people to represent CPSU.
CPSU has also inquired of CV their stance on needle exchange in Prisons, to which CV Commissioner said that Victoria, along with all other Australian states, have rejected the suggestion.
Prisoner Medication: CPSU’s OH&S rep Carl Marsich is still waiting on CV for a date to meet with CV to attempt to reach agreement on indemnity and consistency for Officers handing out prisoner medication.
Rosters: P.Hanley said that DPFC still has a few issues and he will attend a meeting at DPFC next week to explain to members how the MOU on agreed rosters will operate.
DPFC are currently conducting a ballot on their proposed agreed roster and the results should be known on the 20th of January.
PD iterated all locations rosters were subject to a trial MOU.
Service Medals for Private Prisons. The Commissioner has returned from leave and HR have given him a draft letter on this subject. CPSU expect to receive a copy of this letter next week.
The issue of Recreation Officers was again raised with CV who said that HR would look at all recreation officer positions with a view to move them into the COG structure.
CV said they agreed that if a recreation officer supervised prisoners they should be in the COG structure. If the recreation officer was a VPS they should have a prison officer with them at all times when supervising prisoners.
Barrier Control; CV has not as yet supplied CPSU with a revised draft of the updated Barrier Control DI.
Biting incident at MAP; Due to the difficulty of the injured officers doctor requesting medical information from CV.
CV intends to contact both Health Services Commissioner and the Chief Health Officer for advise and will invite CPSU to be involved in developing guide lines to produce a Commissioners Requirement to address work related medical incidents involving prisoners.
It was brought to the attention of the PD that certain location was endeavouring to gain agreement from their Local Group to a trial of 72 hours notice for change of shift.
As this would have a flow on effect and is contrary to the intent of the EB 2006.
The following motion, which was formulated after discussion with CPSU and Corrections Victoria HR, was put to the meeting, moved by M.Nester and Seconded by G.Greaves.
The motion was carried unanimously.
In accordance with clause 34.5.3 of the Victorian Public Service Agreement 2006, The Prison's Division oppose any change to the character of a Roster (Shift) without 14 days notice or with prior approval of the employee. Additionally the Prison's Division of the CPSU require that all shifts on Prison Rosters be allocated start and finish times" The Prison's Division further said that if any employee feels that they are being pressured / bullied to work shifts without 14 days notice, they should advise their local CPSU representative and report such to the relevant Health and Safety representative.
CPSU I.O requested that staff be mindful of placing adequate breaks between shifts when formulating their trial rosters so that they do not create any Health and Safety issues.
Marngoneet now have a new local group. The filling of executive positions on the Local Group will be decided by ballot by 20th January.
The Question was raised whether the PO positions at Ararat were open to casuals. Reference was made to the MOU on the use of casuals and it was said that the areas casuals should be advised of the vacancies before the positions were widely advertised.
MAP; it was reported that MAP staff are becoming disgruntled at the tediousness of the years of slow progression with CV to obtain a 9/80 for MAP. I
t was also reported, bullying behaviour was occurring at MAP.
PD advised that complaints were to be made to the relevant OH&S officer and to make sure incidents were documented.
Loddon 9/80; Loddon’s management informed their local group that a 9/80 at Loddon required all officers to participate or it would not go ahead.
The PD said that this was not the case but all 10/80 staff were expected to participate and at the last meeting between CV and the CPSU the Commissioner asked for the number of 9/76 who would be unlikely to participate in a trial 9/80.
It was reported that Loddon had, in the last 2 months, employed 9 new staff which were all employed as 10/80.
Meeting closed, next meeting will be at 6pm on Wednesday the 13th of February
