Labour Hire Everywhere

Undermining public service delivery and professionalism - CPSU is being inundated by our members with examples about the prolific and inappropriate use of labour hire now that thousands of jobs have been cut with Departments now employing contractors rather than directly employ.   Members are reporting that contractors are acting in management roles and directing PS employees, exercising PS delegations and authorities under statute, attending professional development, and generally carrying on as if they've always been there and merit selected.  This issue is very significant as it undermines the employment security and conditions of employment of all employees. The use of labour hire firms also has the potential to undermine the quality of service delivery and the professionalism of the entire Victorian Public Service.  CPSU is commencing legal action shortly against this widespread practice before the entire workforce is replaced by casuals on insecure contracts and services comletely collapse.  The practise perpetuates a fraud against the Victorian community as the public spend increases while ongoing employee numbers fall.  Everytime this practise is exposed the issue receives significant media coverage as we saw this week with traffic camera fine review blowouts highlighting amongst other problems, exactly who profits.  If you have an example of the use of labour hire you can tell us confidentially by posting here or email enquiry@cpsuvic.org
