Workloads, Understaffing, and Sworn performing VPS roles @VicPol

Updated 11/10/2022

CPSU has been tackling Victoria Police on a range of ongoing issues from Sworn performing VPS roles, flexible work hours - return to the office, underpayments, payroll mishaps, to misinterpretations of the Enterprise Agreement.

Workloads, Understaffing and Sworn performing VPS roles

Due to the VPS Freeze being applied at VicPol there are now multiple work units and divisions grossly understaffed.

Delays in recruiting or decisions not to recruit are now causing dangerous backlogs in work creating unsafe workplaces.

CPSU has also received feedback that there are multiple VPS roles being performed by police members, taking them off their core duties.

Victoria Police have a legal obligation to provide a physically and mentally safe place of work.  CPSU holds serious concerns that the use of police members in VPS roles is reducing specialist expertise in the workplace and hindering service delivery outcomes for Victoria Police and the Victorian Community.

We want to hear from you about your workplace and how your workload is being managed and if VPS are being replaced by police members.

Flexible work – its not about gymnastics

CPSU has received recent feedback that some managers are advising employees

‘Victoria Police is no longer required to offer flexi time’, Victoria Police needs everyone back at work to support small business’,
‘Now the pandemic is over you cant work from home’,
‘You cannot access flexible work if you go on sick leave’.

All of these manager directions are examples of breaches of your rights under the Fair Work Act and the Victorian Public Service Enterprise Agreement.

CPSU is raising these matters on behalf of members to have them resolved and where need be are taking these breaches to the Fair Work Commission.

Check your payslip - Payroll errors and mishaps

CPSU has been contacted by numerous members regarding underpayments, errors in recording keeping of long service leave, bulk payment of overtime/delays in payment of overtime and underpayment of superannuation.

We have been pursuing these matters with Victoria Police to rectify members pay records to make sure no one is underpaid and no one is disadvantaged through the record errors.

Rostering

CPSU is receiving feedback that Victoria Police are trying to breach your rights when it comes to shift work and rostered environments.

Examples include – changing your roster without consultation, non compliance with breaks, 10 hour break, and meal breaks and last minute changes to avoid overtime payments.

We want to hear from you about your experience with how your roster is being applied and how you are being supported.

PCO Review Update

CPSU has met with Assistant Commissioner Clayton regarding the progression of the twelve recommendations for the PCO review.

CPSU has formally written to the Assistant Commissioner now requesting documents that support the uplift in renumeration and asked for a clear set timeline that avoids delay in implementation.  We have also requested that PCO delegates involved in the review be able to meet with Victoria Police about the implementation process.   We have advised Victoria Police that if there is further delay we will escalate the matter as a breach of the Enterprise Agreement to start formal dispute resolution.
