Attempted Break-Out
Sunday s AGE reported that STAFF at the Melbourne Youth Justice Centre in Parkville foiled an attempted breakout by three violent offenders, just months after a successful escape by six teenagers led to a 36-hour manhunt.

Random Searches & Property Policy

Recently management at MYJC and PYJC wrote to CPSU about the introduction of random searches of staff and staff s property.

CPSU members raised concerns regarding the lack of consultation and information regarding this change.

CPSU is consulting with members and have met with management last week to discuss concerns.

CPSU asked management to provide further evidence that the department has the legal ability to search staff and their property.

CPSU has requested management to provide large enough lockers in the non-secure areas, for staff to store their belongings and once this information is received, CPSU members will be notified and asked for feedback.

Classification Review

CPSU have recently met with DHS to review the youth justice classification system and the union has proposed a number of recommendations, including;

• decreasing the number of increments for YJW Grade 1 from 15 to 8,
• introducing a minimum salary point for employees who hold a certificate IV qualification
• ensuring that the increments are even for YJW Grade 2.

DHS agree that our proposal has some merit, however state that there is no funding available despite commitments that classification issues were part of the last Agreement settlement.

OH&S – Staff Obs of Clients/Recent Incidents in Units

CPSU has been advised of an incident where a staff member was required to perform constant observation, on their own, for 11.5 hours.

Staff on that unit requested an extra person to cover the observation, but where informed that this was not policy.

CPSU has written to CEO James McCann stating that this current practice does not meet the centres' obligations under the Occupational Health and Safety Act.

CPSU will be seeking a policy that requires an additional staff member on a unit when constant observations are required.
