P.S. Cop This! Concerns Remain Unanswered

IMPROPER ASSOCIATION.  CPSU's Concerns Remain Unanswered and a Dispute is Notified to the Australian Industrial Relations Commission under our VPS Agreement entitlements.

CPSU wrote to Assistant Commissioner Luke Cornelius at Ethical Standards back in February outlining our concerns and issues with VicPol's intention to develop the Improper Association policy.

CPSU's letter states that the union has serious concerns in relation to the open-ended meaning of improper association.  
As it stands, improper association ranges from family members, acquaintances, to members of clubs that the employee may have contact with, on a regular and irregular basis.  The sheer breadth of its application is difficult to contemplate and from an employee’s point of view, hard to control and monitor.

CPSU sought further discussion around the definition of improper association.  

VicPol however have chosen to proceed to release the policy to staff and said by e-mail late yesterday that ...
'further, while we note your view that the policy is not necessary, we plainly do not share that view.'

CPSU does not support VicPol's endorsement of this policy which was distributed to all staff yesterday given that ESD has not satisfactorily followed VicPol's obligations at law.

CPSU has now advised VicPol that the union will be lodging a Section 170LW dispute notification with the Australian Industrial Relations Commission over ESD's failure to properly consult with our members and the union in accordance with the obligations under the Victorian Public Service Agreement 2006.
