As you aware, the Department of Justice and Community Safety notified the CPSU in December of its intention to change the rosters and hours of work of custodial officers employed at medium security public prisons in order to support the temporary reduction in out of cell hours implemented across Marngoneet Correctional Centre, Hopkins Correctional Centre and HM Prison Loddon Middleton.
As per our obligations under Clause 12 Victorian Public Service Enterprise Agreement 2020, affected staff have been notified of the proposed changes to rosters and hours of work and provided with an opportunity to raise any concerns or feedback to ensure consideration is given to the views of staff prior to the implementation of final rosters.
I understand that there has been a significant amount of consultation about the proposed roster changes with both staff and the CPSU which has been constructive. One issue of concern that has been raised through the consultation process is the financial impact on some staff arising from the proposed changes to shift patterns roster changes.
In response to these concerns, and in order to provide a fair transition to new roster pattern, the department will provide six months’ salary maintenance to affected staff to minimise the impact of the changes on fortnightly pay.
As has been noted, the reduction in out of cell hours is intended to be a temporary measure until such time that we can increase our staffing levels via our ongoing recruitment effort. In the event it is deemed necessary to extend the temporary roster changes in excess of six months, or consider other options that may be more appropriate depending on the current resources available, I can confirm that further consultation with staff will occur.
Staff affected by the proposed changes to rosters and hours of work will be advised shortly of the provision of six months’ salary maintenance, with all sites continuing to work through their consultation and transition arrangements, with consideration to be given to alternate proposals and feedback received.
