Progression Win at DJSIR
Union members from Grades 5-7 at the Department of Jobs, Skills, Industry and Regions reported that they were being denied progression, because they had either not "exceeded expectations" or because their agreed goals were insufficiently difficult.
CPSU raised this with DJSIR, making clear that under our VPS Enterprise Agreement:
- The goals set by the employee and their manager are the agreed Progression Criteria which must be assessed;
- If the Employee is eligible for Progression and has met their Progression Criteria, they must receive Progression
- While goals for Grades 5-7 may be more onerous, employees must only meet – not exceed – their goals;
- If an Employee has met their goals, no “fairness and consistency check”, or review process, can deny the Employee their Progression.
DJSIR has now confirmed that no workers will have to exceed expectations and progression will be based solely on whether they have met their goals.
Other agencies applying the limit payment direction have also reversed their position but DJCS remain obstinate at the moment and we are preparing to lodge a prosecution after many requests to comply with our Agreement entitlements.
